I have, over the past few years been charged many times - mainly unpaid items charges.
Can these be refunded and how?

firstly send a letter to the bank asking for statements for the last 6 years This will cost you 拢10 payable by cheque go through your charged items listing them on a sheet of paper .write to the bank and say that you wish to claim back the overcharging and a and enclose a copy of the list and totals. then they will respond and a few weeks later they should pay you .

You can claim if you are experiencing 'genuine financial hardship'. Don't forget credit cards do not fall under this test case so you can claim against them anyway.
I listened to Money Box today on Radio 4 and apparently the banks are going to appeal, so it is too soon to send in your claim. If they lose at appeal stage, they can still appeal again to the European Court.
No, banks will appeal again. Because those charges are subject to interpretations.Those charges are are penalty charges which banks lavied on their customers who had violated certain terms and conditions of their contract with the banks.
