Is there a good case for making all people who get driving bans to retake, and pass, a driving test?

Absolutely. I would go even further.. All foreign nationals who wish to live and drive in the UK should take the theory, lessons and Practical driving tests as the people already living here do.

This is based on the amount of Lithuanian and Polish Nationals accidents on the roads that are totally disproportionate to their numbers.

This should also apply to Commonwealth Drivers who can simply exchange their licences for UK licences. Is there a good case for making all people who get driving bans to retake, and pass, a driving test?
Yes, especially the elderly. And teens. And it should be at random. If they fail the retake, especially if it's been only a month since passing, the license should be revoked for 6 months. A license doesn't mean that you're a good driver, and we all should retake it just to see if we're still sharp. Is there a good case for making all people who get driving bans to retake, and pass, a driving test?
bloody right too. Difficult to police though.

I would also go as far as saying that anyone who is convicted of a driving offence that involves the death of a third party should never again be allowed to drive.

A driving licence is a privilege NOT a right
